Oratory

The art of eloquent and effective public speaking before crowds, including the ability to compose and deliver speeches and all forms of non-written Rhetoric. It may be used to draw attention to oneself, influence a crowd, spread information (or misinformation).

Oratory takes time, and is itself modified based upon the general mood of the crowd and the specific choice of words made by the character. When possible it should be played out, rather than simply summarized as an action in the game, to add color and give the GM a better understanding of what it is that the player wants to have their character present.
